Should cities restrict new AI data centers?

Worum es bei dieser Frage geht
AI is driving a building boom in data centers, and with it a fight over where they go. The International Energy Agency estimates that data centers used about 415 TWh of electricity in 2024, 1.5% of the world's total, and expects that to more than double by 2030. Locally the share can be far higher: in Ireland data centers used 23% of metered electricity in 2025, and in Frankfurt they account for about a fifth of the power on the city grid.
Places are responding in different ways. In July 2026 New York became the first US state to pause approvals for new data centers of 50 MW or more while it studies their effects on power, water and ratepayers, and more than a dozen states have weighed similar curbs. Maine's governor vetoed a moratorium in April 2026. Others set conditions instead of pauses: utilities such as AEP Ohio now bill large new loads under special tariffs, and Germany requires new data centers to run on renewable power and reuse part of their waste heat.
The disagreement is less about whether data centers are needed than about who carries their costs. On one side are higher electricity bills, grid upgrades, water use and noise; on the other, tax revenue, construction jobs and computing capacity.

Data centers can pay for a large share of local services.
Stärkster Einwand (Lässt etwas weg), aus Sicht von Allow them, but only if operators pay their full grid costs and meet strict conditions.: Loudoun County itself expects data center tax revenue to plateau within five to ten years, so a budget built on one industry carries risk.
No pause, but binding rules: special power tariffs for large loads, limits on water use, renewable power and waste heat reuse, and public reporting.

Special tariffs can make data centers pay for the grid built for them.
Stärkster Einwand (Lässt etwas weg), aus Sicht von Yes, cities should pause new large data centers until their costs are understood and covered.: A connection tariff covers the grid built for one customer, not the wider market effect.
A temporary moratorium on new large facilities, as New York ordered in July 2026, while their effects on power prices, the grid and water are studied.

In the PJM grid, data center demand added an estimated $29.4 billion to capacity costs over the last four auctions, according to the grid's independent market monitor.
Stärkster Einwand (Lässt etwas weg), aus Sicht von No, cities should not restrict data centers beyond normal planning rules.: Data centers are only part of PJM's price rise.
Grid operators or national regulators decide where large data centers may connect, favoring regions with spare capacity and new renewable power, and require their own generation where the grid is tight.

Grid limits are regional, so a single city's yes or no misses the real constraint.
