Leave it to grid operators and national rules: steer data centers to places with spare clean power instead of city by city decisions.

What this position proposes
Grid operators or national regulators decide where large data centers may connect, favoring regions with spare capacity and new renewable power, and require their own generation where the grid is tight.
Reasons
- 1.
Grid limits are regional, so a single city's yes or no misses the real constraint.
In Frankfurt data centers already use about a fifth of the power on the city grid, and operators expect no relevant new capacity there for about ten years.[1]
- 2.
Ireland now ties new data center connections to location and to their own power.
Since December 2025, new sites must bring dispatchable generation or storage covering their full connected load and match at least 80% of annual demand with new Irish renewable power.[1]
- 3.
A limit can be regional instead of total.
Ireland's grid operator stopped new data center connections in the constrained Dublin area while still assessing applications elsewhere case by case.[1]

- 4.
National governments are starting to plan where data centers go.
Germany's national data center strategy, adopted in March 2026, aims to double capacity by 2030 while identifying suitable sites and revising how grid connections are allocated.[1]
